He is survived by his children: daughter, Gene Leslie Williams, Mark Payne (Marti), Scott Payne (Ginny Townsend); Gail Jaffee (Steve) and stepdaughters Pat Johnson and Candy Hofmann, grandchildren and great grandchildren.
He is preceded in death by his first wife Betty J Payne and second wife Frances E Payne.
Gene will be laid to rest at Forest Lawn Cemetery in Norfolk, Virginia.
