

Born in New Bedford, son of Gladys M. (Pires) Fermino and the late William B. Fermino, Sr., he lived most of his life in New Bedford. He was a graduate of New Bedford Regional Vocational Technical High School.
He had worked as a shipping and receiving specialist for HTP, Inc. for several years.
Billy loved watching sports and was a devoted fan of Michigan University. He was a gun enthusiast, a fan of Friday 13th and was known for his pranks, jokes and quick wit. He was always into fashion, loved clothes, jewelry and colognes. A connoisseur of hip-hop, rap and R&B, there was not an album he did not have. Billy was a strong man with a great work ethic who provided for his family. Known as a father figure to everyone, he was the glue that kept the family together. He loved spending time with his family who he adored.
He is survived by two daughters, Marissa Ramos and her husband Richard of New Bedford and Elielis Fermino of New Bedford; his siblings, Ryan S. Fermino of New Bedford, Veda M. Fermino of New Bedford and Ashton Fermino of Arizona; and a niece, Kelcie Fermino of Florida; two nephews, Ryan Fermino Jr. of New Bedford and Dezmin Fermino of Arizona; and several cousins. He was predeceased by a brother, Mika Fermino.
