Charles Elbert Oxley of Dunwoody, Georgia passed away peacefully on April 6, 2018 at his residence with family by his side holding his hands and praying for him. Charles was born on January 21, 1928 in Spring Hill, West Virginia to Vera Mattie Byrd and Elbert Oxley. Charles was preceded in death by his parents, Vera Mattie Byrd and Elbert Oxley and his sisters, Irene Penick and Thelma Connor.
Charles was a member of the Federal Senior Executive Service. He was Southeastern Regional Director of the U.S. Department of Commerce, Economic Development Administration. Charles retired in 1997. Charles attended West Virginia University from 1948 - 1951 and graduated from Hamlin High School in Hamlin, West Virginia. He was a member of St. Luke's Presbyterian Church of Dunwoody, Georgia. He was a member of the 50 Year Club of the Scottish Rite of Freemasonry, S.J., USA 32 degree, Hamlin Lodge No 79, A.F.&A.M. and Atlanta Masonic Temple Co.
Charles is survived by his loving wife, Dorothy Sawyer Oxley of Dunwoody, Georgia and daughters, Stephanie Oxley O'Stean (Greg), Stacey Oxley Whalen (Patrick) and son, Stephen Charles Oxley (Terry) of Dallas, Texas. Grandsons, Connor Chase O'Stean, Logan Christopher O'Stean, John Fenton Whalen, Liam O'Neil Whalen, Jag Stephen Oxley-Clayton and AJay William Oxley-Clayton. Stepchildren, Deborah Ann Forte, Newell Knapp Pangburn, Jr., Sharon Kay Potts and Bart Lester Pangburn. Step-grandchildren, Michael Forte, David Forte, Nicholas Pangburn, Tyler Pangburn, Ashton Pangburn, Chase Pangburn, Clay Lillard, Rachel Pangburn Jackson, Brittany Pangburn Day and Brooke Pangburn and 9 step-great grandchildren.
Private services will be held at Mount Olivet, 1101 Lebanon Road, Nashville, TN 37210 at 12 noon on April 11, 2018. In lieu of flowers donations may be made to St. Luke's Presbyterian Church or to your favorite charity.
