Joe is survived by his loving wife Robin. Lovingly remembered by one daughter, Brandi Nolen (Lynn), two stepsons, Kyle Toifel and Michael Francis (Holly), two granddaughters, Avery Grace Nolen and Zola Jane Francis, brother Tony Costa (Gail) and sister Shirley Housch (Bill), numerous nieces, nephews, other family and friends also survive Joe.
Joe served 30 years in the United States Army receiving the rank of Major and being deployed to the Middle East and continued serving until his retirement in 2013. He was dedicated to the U.S. Army and to those serving under him.
He was employed at Alabama Power Company and retired after 41 years.
He was most fond of his lifelong car buddies and countless hours of "shooting the breeze with them". He was a loyal friend and a proud patriot.
The family will receive friends at Radney Funeral Home-Mobile on Tuesday, August 1, 2023 from 9:00 a.m. until 10:00 a.m. Interment will follow in the Alabama State Veterans Memorial Cemetery, Spanish Fort, AL with military honors at 11:00 a.m.
In lieu of flowers, memorial donations are requested to be offered to St. Jude's Children Hospital.
