Grace M. Carter died peacefully in Medford, Oregon at the age of 78. She is survived by her husband, Robert H. Carter, and her two brothers, Frank Murray and Kenneth Murray.
Grace was born in New York City and graduated from Duke University, Stevens Institute of Technology, and the RAND Graduate Institute with a PhD in Policy Analysis.
Grace was employed at Bell Telephone Labs and then The RAND Corporation as a Sr. Policy Analyst (1968-1998). After retiring from RAND, she spent five years consulting for multiple foreign governments, assisting them with the setting up of their health care payment systems.
She authored, or coauthored, five books on Policy Analysis and received several national awards for her work in Health Care Finance.
Grace's leisure activities included traveling (over 40 countries and beyond the Arctic and Antarctic circles), hiking, skiing, church, bridge, cooking, reading, and Irish music.
Grace had an exceptional and beautiful life. Aside from her many accomplishments, she will be remembered for her joyful spirit and a very contagious smile that would light up the room.
Her husband is comforted by the realization of how very fortunate they both were to have had 49 great years together. He will miss her greatly.
A funeral service is scheduled for 9:30 November 19 at Sacred Heart Catholic Church in Medford. All are welcome to celebrate Grace's life. In lieu of flowers, please send donations to the Alzheimer’s Association for research.
