Joyce was born September 5, 1937, to Roy and Marion Basemen in Elgin, Illinois.
She attended North Central College where she graduated with a Bachelor of Arts degree. She began teaching second grade at Lords Park Elementary in Elgin, Illinois. Joyce finished her teaching career teaching first grade at Streamwood Elementary in Streamwood, Illinois.
Joyce was a longtime and much-loved parishioner of Trinity Episcopal Church, serving in the choir, liaison to the Helping Center, coordinator of the Annual Christmas is for Kids and many other charitable organizations.
Joyce was preceded in death by her parents, Roy and Marion Basemen, husbands George Clouston, Sherman Perry and General Richard E. Fisher, Ret., and step daughters Christine Haggerton and Rosalyn McCoullough.
Joyce is survived by her son and wife, Scott and Sandy Clouston of Warwick, New York, step grandson and wife John and Crystal Haggerton of Benbrook, Texas, and step granddaughter Jessica Lipscomb of American Canyon, California.
A memorial service will be held at 1:00 on April 18, 2024, at Trinity Episcopal Church, Marble Falls, Texas. Inurnment will follow at Lakeland Hills Memorial Park, Burnet, Texas.
