Born in Nelson County on March 13, 1943, he was a son of the late Clarence Scruggs and Virginia Scruggs.
He is preceded in death by two siblings, Larry Scruggs and Ruth Bolton; a son-in-law, Garrett Peters; and a daughter-in-law Isabel Scruggs.
He is survived by his children, Clarence D. Scruggs, Jr. of Charleston, SC, Tammy Scruggs of Monroe, and Angela Peters of Simpsonville, SC; four siblings, Charlotte Munsey and husband Jim of Rustburg, Joyce Thor and her husband Carl of Colonial Beach, VA, Fred Scruggs of Amherst, and Virginia Elmgren and husband Dave of Wisconsin; seven grandchildren, Mathew Scruggs (Amanda), Miranda Scruggs, Ian Peters, Morgan Peters, Amanda Peters (Ryan), Jeffrey Allen and Boyce Allen, ll.; great-grandson, Finley; and a sister-in-law Christine Scruggs of Gladstone.
A funeral service will be conducted 2:00 pm Monday, August 2, 2021 at Whitten Monelison Chapel. Burial will follow in Evans Family Cemetery. Family will receive friends from 6:00 pm until 8:00 pm Sunday, August 1, 2021 at Whitten Monelison Chapel.
