He was born April 8, 1988 to Toni Elliott Smith and the late James "Jimmy" Dale Tarlton in Dallas,Texas.
Billy graduated from Mabank high school in 2007 and worked in construction as a supervisor for Platinum Cottages, in Athens, TX. for over 13 years.
"Boy Scout Billy" loved hunting, all fishing, also tattooing and spending time with his wife and children when he was not working.
Billy is survived by his wife Megan Cook children Khiara Cook, Jaxtin and Maddix Tarlton, his brother Bobby Gene Tarlton and his grandmother Jamie Claudette Tarlton. Aunt and Uncle Lara and Jeff Burris, of Arlington, Tx. and Aunt Lisa Carter of Mabank,TX and a host of very close cousins, friends and family.
In addition to his father he is preceded in death by his sister Jessica Claudette Tarlton, his cousin Samuel Stephen Carter, uncle Joel Wade Carter along with his grandfather James Edward Tarlton and many close family members.
A funeral service will be held on Friday, January 13, 2023 at 11 AM at the Eubanks Cedar Creek funeral home and a burial following in the Four Mile Cemetery in Prairieville,Texas.
Pallbearers will be Bobby Tarlton, Jeff Burris, Jeremiah Pruitt, Adam Cater, Mark Norrell, and Juan Galvan.
The family would like to personally thank his employer Brian Chesley and Wife Cheri at Platinum Cottages, in Athens, TX. for their contribution.
