Born March 28, 1944 in Lynchburg he was a son of the late Walter Harry Phelps and Edith Crist Goin. He retired from the Air Force with 21 years of service and went to work in construction for 40 years working for Crowell Construction.
He is preceded in death by three siblings, Harry Phelps, Doris Tedder, and Buster Phelps.
In addition to his wife he survived by three children, Anthony Phelps of Evington, Karen Burk of Madison Heights, and Carlton Kelly and his wife, Ivy of Richmond; four sisters, Joyce Slusser and her husband Eddie, Gladys Tyree and her husband Bill, Kathy Day and her husband John, and Beck Leftwich all of Madison Heights; six grandchildren and two great-grandchildren.
A memorial service will be held at a later date.
