Foy Powell was born on August 21, 1933 in Freeport, Texas to Bert Laveil Powell and Pauline Augusta Hesseltine. Mr. Powell retired from the United States Postal Service after 37 years as a letter carrier. He was a member of the Reel Road Church of Christ. In his early years he enjoyed floundering, playing 42 and traveling. He later took an interest in woodworking however, above all else, his favorite pastime was spending time with his family. In addition to being a long time Elder of the Church and an all around "people-person" who could talk to anyone with ease- his greatest achievement was being a loyal and caring Husband, Father, Grandfather, and Great-Grandfather. His family was the center of his life and he always had time to give advice, to offer encouragement, or simply listen.
He is preceded in death by his parents Pauline and Bert Powell, brothers Bert Powell Jr., Kenneth Powell and Maurice Powell, and daughter-in-law Dawn Powell.
He is survived by his wife of 72 years, Loretta Joyce Powell; sons Gary Powell of Longview, Texas, David Powell and wife Jamie of Hallsville, Texas; daughters Elizabeth Bailey and husband Mike of Longview, Texas and Rachel Meadows and husband Todd of Longview, Texas; grandchildren Jennifer Pecot and husband Clayton, Kim McGregor and husband Jason, Laura Lineberger, Brooke Loyd and husband Brandon, Vic Powell and wife Ashley, J.D. Powell and wife Monica, Amber Bailey, Rebecca Bailey, Michelle Bailey, Aaron Meadows and wife Sara, Alex Meadows and wife Jenny, and Austin Meadows; 20 great-grandchildren and one more on the way.
The family would like to give a special thanks to the doctors and nursing staff at Christus Good Shepherd Medical Center in Longview for their kindness, compassion, and attentive care.

A time of visitation with his family will be held on Wednesday, November 15, 2023 from 2:00 PM to 3:00 PM at Lakeview Funeral Home, 5000 W. Harrison Road, Longview, TX 75604, followed by a funeral service at 3:00 PM.
