Kenny was born to Cecil and Mildred Scroggins Neal in Findley, Illinois on December 30, 1936. He graduated in 1955 from Sullivan High School and went on to Eureka College to earn his Bachelors Degree. Kenny was married to the former Sandra J. Blackerby in Decatur on June 5, 1960. Since 1965, they have lived in Liberty, where Kenny worked at Vigoro Industries Farm Market and its predecessors until his retirement in 1999. Following retirement, he served as the Emergency Management Director for Union County for two years. Kenny was a member of the Liberty Town Board for over 20 years, serving as the president for the majority of that time. He was recognized by Governor Otis Bowen with a Sagamore of the Wabash award for distinguished service to the state. He had also served as the chairperson of the Union County Republican Party.
Survivors include his wife: Sandra J. Neal; daughter: Patty Neal of Richmond; son: Aaron Neal; two granddaughters: Allison Neal and Isabelle Neal, all of Bloomington; brother and sister-in-law: Wayne and Janet Neal of Brownsburg; sister and brother-in-law: Beverly and Ernie Hutchcraft of Sullivan, Illinois; 2 brothers-in-law: Larry Blackerby and his wife, Brenda, of Carmel, Ronnie Waggoner of Bethany, Illinois; sister-in-law: Sharon Bolyard and her husband, Jim, of Ramsey, Illinois; several nieces, nephews and friends.
Preceding him in death are his parents; son: Eric Neal, who died in 1980; daughter-in-law: Leigh Neal; and a sister-in-law: Kay Waggoner.
Private graveside services will be conducted at the convenience of the family in West Point Cemetery.
