Don was born in Broken Bow Nebraska on March 29, 1923. He served in the U.S. Army during World War II as an infantryman, section leader and was a commissioned officer in the Corps of Military Police Reserve.
He studied psychology at Rollins College and held a Bachelor of Law Degree from Blackstone school of Law.
Don is a graduate of the FBI National Academy 35th session. He was employed by the US Department of Energy where he worked for over 30 years as the chief security officer for the Nevada Test Site. He served as the president and vice president of the FBI National Academy Association for the Nevada and New Mexico chapters. He was an avid golfer, enjoyed sailing, flying and a glass of red wine every night with his dinner. He is preceded in death by his wife Wanda J Winchester, son Donald James Winchester Jr, and daughter Cheri B Winchester. He is survived by his granddaughter Jennifer Winchester and great grandchildren Azure, Cash and Violet Irvine.

Services will be held at the Southern Nevada Veterans Memorial Cemetery on April 20, at 9:20 am.
