Charles Edward Billups (Papa) was born on March 26th 1939 in Madison WV. He passed on February 23rd 2016. Son of the late Cecil and Dolores Billups. He was also preceded in death by his sister Winifred Smith. His survivors include his sister June Bradley. His daughters Shelly Marceau and Lisa Jimenez and sons Jeff Billups and Jon Linville. Grandchildren Colby, Clayton, Carly, and Chloe Marceau, Samantha and Miles Jimenez, Jackson and Hannah Billups, and Justin, Cortney, and Zachary Linville. He was a retired Electrician and was a member of the IBEW Local 11 for over 55 years. He enjoyed spending time on the PC connecting with old friends and classmates from Scott High School Class of 1957. Papa was a giving, gentle, loving and a great friend to many. We were lucky to have ever known him and will never forget all he has done for each of us. Private services will be held in Inglewood, CA on February 29th 2016.
