Carrol's career in education spanned 30 years of teaching and administration in Oregon and California schools and colleges, including ten years as Superintendent/Commissioner for Oregon Community Colleges.
After retiring from his career in education, Carrol founded Southwest Venture Capital Network, and for ten years served as CEO/President of the Phoenix, AZ based network that provided for economic and small business development between entrepreneurs and accredited investors in a five-state region.
Carrol was appointed to the Arizona Board of Executive Clemency in 1999 by Governor Jane D. Hull and served as member, vice chair and chair. His service on the Board continued under Governor Janet Napalatano until June 2005.
Carrol was a member of the White Tanks Rotary Club; he served as President and Treasurer and was voted Rotarian of the Year three times. He was a charter member of Litchfield Park Rotary.
Carrol's City of Goodyear community services activities included Citizen of the Year, Planning and Zoning Commission Vice Chair & Member; Utility Cost Study Committee Chair; City Cost Study Committee Chair; Food, Fiber and Natural Products Committee Chair; Focused Future Committee Chair; General Plan Advisory Committee Member; Zoning and Ordinance Committee Member; and Vision 2025 Collaborative Committee Member. Through the years Carrol was also active in the educational community serving as National Grader European History Advanced Placement Exams for six years; White House Conference on Children/Youth Oregon Educational Delegate; Oregon Governor's Commission on Youth, and National Council for Oregon State Directors of Community Colleges.
Carrol was preceded in death by his wife, Juanita; his two sons, Stanley and Jeffrey. He is survived by his stepson Harvey Smith, several grandchildren, step grandchildren, nieces and nephews.
