Richard was born January 2, 1943 to Betyon & Theresa Penrod in Ashland, Wisconsin. Richard worked for UPS for 39 years. He was a Apostolic Preacher and loved the Lord. In addition to parents he was preceded in death by his brother Ronnie Penrod in 2015.
Survivors include his wife Myrtle, two daughters Heather Kelley. Heidi Silva and Josiah (Momo) Kelley. Three brothers John Penrod, Charles Penrod, Donald Penrod, one sister Roberta (Dale) Cheatham, one niece Denita, two nephews Brian Dwayne
