Norma Ruth Holly Foreman Glasgow passed away on July 13, 2011, in Austin, Texas after a lengthy illness. Norma was born on November 3, 1927, near Hollis, Oklahoma to E.T. and Ruby Holly. She attended school through high school at the Arnett Schools in rural Oklahoma. She then obtained her bachelor’s degree from Southwest Oklahoma State University; she was honored as a distinguished alumnus from there. She subsequently obtained a Master’s degree from the University of Southern California, and ultimately her Ph.D. from the University of Texas at Austin. She taught for many years in junior high in Michigan, Tascosa High School in Amarillo, and West Texas State University (now West Texas A&M) in Canyon. She worked as the Assistant Commissioner of Higher Education for the state of Texas for several years; she then became the Commissioner of Higher Education for Connecticut, the first female to hold the position of commissioner in the United States. She returned to Austin to retire in 1992.
Norma was married to Maurice John Foreman and they had two children, Kim and Kerry. Maurice preceded Norma in death by many years. Norma married Keith Glasgow in 1980, who was a faithful companion and supporter for Norma until his death in 2010. Norma will always be remembered as a very motivated, hard-working, and successful teacher and educational leader.
Norma is survived by her children, Kim Alan Foreman of Tyler, Texas, and Kerry Joan Foreman of Denver, Colorado; her stepchildren Doug and Ken Glasgow, both of Austin, Texas; brother Earl Holly of Tulsa, Oklahoma; and sisters Doris Lieberwirth of Carlsbad, New Mexico and Jo Beth Roberts of Mustang, Oklahoma. She has four grandchildren, one great-grandson, and many nieces and nephews.
Memorial Services are scheduled for Sunday, July 17, at 3 P.M. at Weed-Corley-Fish Funeral Home, 411 Ranch Road 620 South, Lakeway, Texas. Visitation will be one hour prior to the services. A reception will be held immediately following the services.
