Frank Robert Black, Jr., a resident of Lakeway, Texas, died on July 5, 2023. He was born in Okmulgee, Oklahoma on November 24, 1930. At an age of a few weeks, he was lovingly adopted by Frank Robert Black, Sr. and Eva Evelyn (Brown) Black.The family moved frequently during Frank’s childhood arriving in Kerrville, Texas where he graduated from Tivy High School. Frank attended The University of Texas at Austin, graduating from the Engineering School in 1954. Frank served in the United States Air Force for three years as a navigator. Following this service, he worked in the chemical and petroleum refining industry and retired from the Texaco Refinery, Port Arthur, Texas in 1993 as Manager of Engineering Services.
Frank and Carol Mozelle Culver Black began their long and happy marriage in Houston in 1955. Their three children were born in Sacramento, California and Houston, Texas. In 1993, they relocated to Lakeway Texas for their retirement years. Frank has worked as a volunteer for various civic organizations since his retirement. These include Austin Habitat for Humanity, the City of Lakeway, and the Lake Travis Community Library. Frank chaired the committee to build the Lakeway Activity Center. Additionally, he chaired the Lake Travis Community Library District building committee for the first library building. For Frank’s volunteer service, the City of Lakeway in 1998 honored him as Volunteer of the Year, and the Lakeway Civic Corporation honored Frank by awarding him the Outstanding Citizen Award in 2009. Frank and Carol have been active with the Presbyterian Church of Lake Travis.
Frank Robert Black, Jr. is survived by his wife, Carol Mozelle Culver Black, sons Quentin Robert Black and his spouse, Laura Lynn Kelly, Kenneth Roy Black and his spouse, Margaret Karen Robinson Black, and his daughter Brenda Black. Also, his survivors include grandchildren, Amanda Black, Kevin Robert Black, and Miranda Katherine Black.
The family would like to recognize with heartfelt thanks the staff of the Longhorn Assisted Living Facility.
Following cremation, burial will be in the Memorial Garden of The Lakeway Church, Lakeway, Texas. His life will be remembered by a graveside celebration to be scheduled.
