Pat was born in Slaton, Texas to Charles Robert and Mildred Estelle O’Connor Smiley November 21, 1945. He graduated from Littlefield High School and married his high school sweetheart, Brenda Gail Broaddus in Littlefield, Texas on August 26, 1966. He joined the United States Air Force and was Honorably Discharged before attending Texas Tech University where he earned a Bachelor of Science in Civil Engineering in 1973.
After graduation, Pat went to work for the Texas Highway Department in Littlefield and Lubbock. He then worked for two firms, Austin Bridge in Dallas and in Georgia and Wilbur Smith and Associates in Houston, before joining the Harris County Engineering Division of the Infrastructure Department in 1982. He held several positions including General Manager of Stormwater Quality where he was instrumental in the development and success of the division. Pat was a licensed Professional Engineer. He retired in 2010 with 41 years of experience in engineering including 28 years of service with the Harris County Engineering Department. Pat wore many hats over his lifetime, but his most treasured was being a Dad and Granddaddy. He enjoyed spending time at home with his family. He was proud of his daughters and grandchildren and their many accomplishments.
Pat is survived by his wife of 50 years, Brenda. He is lovingly remembered by his daughters Andrea and husband Doug Blanton and Pamela Lorraine and husband Taylor Neese, sister Frances Webster, grandchildren Nolan Foster, Lyle Robert, Henry Taylor, Camille Leighann and Scarlett Lorraine and many more family and friends. Pat is preceded in death by his parents, Charlie and Mildred Smiley and sister Charlene Jones. The family would like to thank Dr. Alex Nguyen, Dr. Shalin Patel, Dr. Martin Rossi and Dr. Daniel Wang. They would also like to thank DaVita Pin Oak, DaVita Grand Parkway and Hospice with Grace in Katy.
