Mr. Biggs was born in Jackson, Mississippi on July 21, 1944 to the late Herbert Wingfield Biggs, Sr. and Mary Ann Armstrong Biggs. In addition to his parents he is preceded in death by his sister; Joy Biggs.
Mr. Biggs was an attorney and real estate developer, earning his Law Degree from Ole Miss.
He is survived by his wife of thirty-one years; Deborah Traina Biggs, daughters; Tisha (Derek) Medevic, Cara Biggs, Christyne Biggs, Amber (Mark) Quinn, granddaughter; Molly Quinn .
