

Jim or Jimmy, as he was affectionately known, was born in Clarksville, Virginia on November 15, 1948. Jim grew up all around Kerr Lake farming with his family, hunting, fishing, and truly enjoying the outdoor life. He continued this love of the outdoors when he moved to Florida, on the weekends you could find him working in his yard, growing tomatoes in his garden, or playing golf. Jim was quite the gregarious character, he enjoyed simple pleasures like sitting outside with his neighbors, joking around, and smoking everyone in a game of rummy.
Jim served in the United States Army and traveled all around the United States and Asia while serving during the Vietnam War. Later, he worked in the banking industry and loved helping people make a difference in their lives. He would get to travel around town talking to his customers, volunteering with the Jacksonville Rotary Club- he especially loved reading to elementary school kids and was a member of San Jose Baptist Church – all while doing one of his favorite things: getting to know people; many he kept in contact with.
Jim will be remembered for his love and commitment to his family, his infectious smile, his ability to make everyone feel like his best friend, the constancy of his character, leadership, and guidance he gave to the men and women who called him husband, father, co-worker, boss, neighbor, and friend.
Jim was preceded in death by his wife of 43 years, Barbara Riggan; parents, Donald and Margaret Riggan, and his brothers John Riggan, Michael Riggan. He is survived by his children; Donnie Riggan, Katie Riggan and husband Alex Hannah, Amy Riggan, and husband James Hodgins; his brother Charles Riggan and sister Teresa Riggan.
