Elvin “Billy” Randall Carter, 83, passed away March 17, 2017 in Jacksonville, FL. Billy was born in Jacksonville, FL to the late Lois Carter Williams and Elven Moses Carter. He served two years in the US Army during World War II. Afterwards, he went to work for CSX Railroad, where he eventually retired as a switch conductor. Billy began another career with Johnstone Supply, Inc. where he also retired. He was a Shriner and a member of William B. Barnett Lodge #187 and also a member of Southpoint Baptist Church. Billy is preceded in death by brothers, H. Dick Carter and Donald L. Carter. He is survived by his wife, Sonia E. Carter; sons, Allyn R. Carter (Jennifer) and Gary S. Carter (Cindy F.); daughters, Cynthia L. Ware (Christopher) and Karen D. Bowden (Emery, Jr.); sister, Linda G. Lehmbeck (Harris); and grandchildren, Adam Pritchard, Emery Bowden III, Christopher Ware, Ashlynne Carter and Andrew Carter. Funeral services will be held at 11:00am on Saturday, March 25, 2017 at Southpoint Baptist Church, 3335 Tiger Hole Rd. Jacksonville, FL 32216. Family will receive friends one hour prior from 10:00-11:00 at Southpoint Baptist Church. Interment will be held at Oaklawn Cemetery.
