Lt. Col. Charles Edward Carter, USAF Retired, went home to be with the Lord on April 25, 2013 in Saint Johns, FL with his wife and family members present. He was born in Delray Beach, FL on November 22, 1929, he was the son of the late Lewis Edward and Viola Harrel Carter. He graduated from Andrew Jackson High School in Jacksonville, FL in 1947.
He was a veteran and served in the United States Air Force for twenty years as a navigator and navigation instructor. During his service, he was stationed at Lackland Air Force Base in San Antonio, TX, Harlingen Air Force Base in Harlingen, TX, Mather Air Force Base in Sacramento, CA, and retired at Blytheville Air Force Base in Blytheville, AR.
Upon retirement, he and his wife, Arline Cooper Carter, moved to Harlingen, TX where he was co-owner of Lakewood RV Park. He was well known as a teacher of Round Dancing.
He was predeceased by his parents, his wife of thirty-five years Arline Cooper Carter, Harlingen, TX; his son Norman James Carter, Coppell, TX; brothers John William Carter, Jacksonville, FL, and Wylie Alton Carter, Cleveland, GA, and his sister-in-law Eloise Horne Carter, Jacksonville, FL.
In 2004, he married Carol Bateman Knight and moved to Saint Johns, FL. He was an active member of Mandarin Baptist Church in Jacksonville, FL. He was a life member of Military Officers Association of America (MOAA).
He is survived by his wife of 9 years, Carol Bateman Carter of Saint Johns, FL; daughter-in-law Melinda Guard Carter, Lewisville, TX; grandchildren Jenna Tate Carter Vardell and husband Tom and great-granddaughter Molly Tate, Dallas, TX, and Megan Guard Carter, Dallas, TX, a sister-in-law and brother-in-law Willine and Len Mahony, West Chicago, IL, a sister-in-law Jenscinna Antonia “Ann” Carter, Cleveland, GA, nephew William Duane Carter and wife Debbie and children Matthew and Lauren, Jacksonville, FL, and a niece Sharon Kay Carter-Smith and husband Mark, Jacksonville, FL, niece Marcie Koon, West Chicago, IL, nephew Robbie Koon, Chicago, IL. He is also survived by his brother-in-law Arthur Leo “AL” Bateman, Naples, FL; stepson Richard Wayne Ballard, New York, NY; stepdaughter Susan Elizabeth Ballard; stepdaughter Julie Anne Ballard Spencer and husband Chuck and step-grandson Christopher Stull, Jacksonville, FL, and step-granddaughter Meagan Dianne Stull, Boca Raton, FL; a stepson Michael Ray Ballard and wife Sue Ellen and step-grandson Jacob Wayne “Jake” Ballard, Paris, KY, and stepson William Arthur Ballard, Falls Church, VA.
Visitation will be held from 4-6pm on Sunday April 28 in Hardage-Giddens Funeral Home of Mandarin. The Funeral Service will be held at 11:00 am on Monday April 29 in Mandarin Baptist Church, 11244 San Jose Blvd, Jacksonville, FL. Services will be conducted by Dr. Mark Seagle, Pastor, and Dr. Dan Davis, Sr. Adult Ministries Pastor Mandarin Baptist Church. Inurnment will be at Jacksonville National Cemetery at a later date.
In lieu of flowers, memorial contributions to be made to the Mandarin Baptist Church Building Program at Mandarin Baptist Church, 11244 San Jose Boulevard, Jacksonville, FL 32223. Please note the donation in memory of Charles Edward Carter.
