Clifford Duncan Garvey, 94, passed away May 15, 2016 in Tomball, Texas. He was born on May 12, 1922 in Panamá City, Republic of Panamá to Elma Doris Clarke Garvey and Milton Duncan Garvey. Clifford, or as we lovingly called him, Epé, grew up in calle 13 Rio Abajo, Panamá, attended secondary school at the Instituto Nacional in Panamá, worked for many years at El Hotel Hilton, then went on to work at El Departamento Nacional de Investigaciones (DENI) where he rose to the rank of Inspector. In the 1960s, he was invited by the FBI to participate in specialized training with the International Police Academy at Georgetown University in Washington D.C. and later relocated with his family to the U.S. In the 1970s, while still a young man, he began a career with the New York Racing Association and retired in 1992. In Houston, he also worked for a short time at the Sam Houston Race Park.
Epé was a faithful member of the Spring Creek Seventh Day Adventist Church where he loved serving the Lord as adult and teens Sabbath school teacher, Deacon, then later on as Elder. He loved to preach and sing. He is survived by his wife of over 65 years Ruby M. Garvey of Tomball, Texas; one son Clifford D. Garvey, Jr. and wife Xiomara of Oklahoma City, Oklahoma; daughters Flavia Garvey Elmore of Tomball, Texas, Margot Garvey Preyer of Houston, Texas, Beverly Patricia Barber of San Antonio, Texas and Eloisa Garvey Brown of Columbus, Georgia; nine grandchildren, Angélica Brown, Kenia McDonald and husband Steve, Eunique Gleim and husband Richard, Betinna Preyer, Rachel Garvey, Edward Barber and wife Andrea, John Barber, Tadd Johnson, William Preyer, Jr. and wife Toni; sixteen great-grandchildren and two great-great-grandchildren as well as other siblings, relatives and countless friends.

Epe was preceded in death by his parents Milton Duncan Garvey and Elma (Clarke) Garvey and siblings to that union, brothers Cecil Garvey, Reginald Garvey, and Beresford Garvey and sisters Meta Garvey Thomas and Winnifred Garvey English.
