Billie was born April 22, 1924 in Terrell, Texas to Ted T. and Mary Evelyn (Slough) Powell. She was united in marriage to Leonard Starks on July 6, 1942 in Washington, D.C. He preceded her in death April 6, 2008. They were married for 66 wonderful years.
Billie Jo had an unwavering faith in God and was a member of the First United Methodist Church in Humble. She was a voracious reader, loved to watch movies and T.V. football. Her favorite player was J.J. Watt! She was a wonderful mother and grandmother and will be missed by all who knew her.
In addition to her husband, she was preceded in death by 2 sons, George and Mac Starks, brother, Buddy Powell and step-mother, Cora Powell. She is survived by daughter, Fran Starks, son, Randy Starks, grandchildren: Greg, Jessica, Chloe, Abigail and Seth Starks, great-grandchildren: Matti, Taylor and great-grand-daughter to be, Lacie. She is also survived by her uncle, Ralph Slough; sisters-in-law, Jo Powell and Bobbie Baker, and numerous nieces and nephews.
