He was Born in Decatur, Illinois on 11/9/1931. Walter lived in Decatur until he went to the University of Illinois where he received his BS in Civil Engineering and Masters in Environmental Engineering. Having served in the Army shortly in New Mexico in 1954-56, he was intrigued with the West and enrolled in the PhD Program at Stanford. It was there that he met his Wife, Nancy E. Todd and they were married in 1962. With his PhD from Stanford, Walter became a Professor of Civil and Structural Engineering at U.C. Berkeley, then Colorado State in Ft. Collins, then eventually at Fresno State where he taught over 25 years until retiring in 1992. Since 2010, Walter and Nancy have lived in Roseville Ca.
Walter and Nancy had three children; Scott Rowland, Michael Rowland and Deanna Mullin. He is survived by Nancy, Children, 10 Grandchildren and 2 Great-Grandchildren.
Walter loved to be with Family. He and Nancy also traveled many places together. He loved the outdoors, especially Yosemite National Park.
