Rouslan attended the Technical University in Sofia, Bulgaria where he earned a Master's Degree in Electrical Engineering in 1985. He went on to work for the Bulgarian National Railroad Company until 1998 as a Field Service Engineer and was later promoted to Manager of the Controls and Instrumentation Group. From 2000 to 2011, Rouslan worked for American National Power (later IPR-GDF-Suez) as an O&M Technician, Plant Engineer, and lastly as an Engineering and Maintenance Manager. From 2011 to 2021 he worked at EDPR North America, first as Senior High Voltage Operations Manager and later as Director of Control Center and High Voltage Operations.
As a teenager, Rouslan competed in track and field (shot put) and was a member of the track and field team of the Technical University in Sofia. He enjoyed reading, skiing, hiking, table tennis, bicycling, cooking, and tinkering with anything technical. Most of all, Rouslan enjoyed spending time with family and friends.
Rouslan is preceded in death by his parents, Rossitza and Nikola Tzartzev.
Left to cherish his memory are his wife Valentina, children Rossen and Kristina, and sister Liudmila.
