Phil was born March 16, 1942 in Kenosha, Wisconsin to Charles Arthur and Waueta P. Sapp Snell.
He was married to Zulema Guiterrez on August 10, 1966 in San Salvador, El Salvador. They just celebrated their Fiftieth wedding anniversary. His beloved wife survives him.
Also surviving are his brother Paul (Linda) Snell of Green Bay, Wisconsin, his sister Doris Giesbrecht (Lawrence) of Horsefly, British Columbia, Canada and his brother Dr. Harold Snell of Amarillo, Texas. He is also survived by many nieces and nephews.
He was pre-deceased by his parents Charles and Wauneta Snell and his brothers Charles E. Snell and James H. Snell.
Phil graduated from the University of Denver Colorado in 1972 and was made a member of Phi Beta Kappa society.
He was a veteran of the U.S. Navy, serving from 1960 to 1964. He was a retired intelligence analyst with distinguished service in both the central Intelligence Agency and the Drug Enforcement Agency. He was appointed as the Consular Office and a Secretary in the Diplomatic Services of the United States by President Gerald R. Ford. He was fluent in 5 languages.
