Cecil was born in McNeil, Texas on October 29, 1941. As a youth, Cecil grew up in large family and was active in athletics and played football for the Dragons in Round Rock, Texas. After graduating from Round Rock High School, Cecil joined the Army where his service would take him to serve in Vietnam. After returning from his tour of duty, Cecil would seek a career in the Air Force where he remained for over 20 years. During this time he continued his love of sports by competing in Golden Gloves Boxing, as well as running and lifting weights to stay fit. His time in the military would see him stationed in many places, including Morón Air Base in Spain where he would meet his wife of over 46 years, Maria. He would also be stationed at Cannon Air Base, New Mexico where his only son George would be born. Upon retiring from the Air Force Cecil would take his military skills into the private sector where he found a second career working for the Texas Department of Criminal Justice for the next 20 years until his eventual retirement. Shortly after retiring he would also face a tough, but successful battle with cancer.
In his free time Cecil enjoyed watching sports, reading about military history and the wild west, and going for walks. He was also fond of visiting with family and friends. Cecil called Danbury, Texas his home where he was a resident for over 30 years.
He is survived by his wife Maria, his son George and grandson Diego.
Cecil will be buried in the Houston National Cemetery. Military honors and a celebration of life will be conducted at a later date.
