Dr. Reagan was born in Brownsboro, Texas to Oscar and Margie Reagan. He was the youngest of 8 children. Dr. Reagan served in the Korean War before settling in on a career in education. He was a graduate of the University of Texas and received both a Bachelor's degree in Education and Master's degree in Education. Later on he earned his Doctorate in Education from the University of Nebraska. Dr. Reagan started off teaching in the classroom. However, his leadership skills were quickly recognized and he was brought to the Northeast Independent School District in San Antonio to began his lifelong administration career. He served there as Curriculum Director, Assistant Superintendent, and Superintendent of Schools. After a brief term serving on the federal level in Kansas City, Missouri, Dr. Reagan returned to Texas as the Director of Region IV. It was here in Houston he was appointed in 1974 as the Superintendent of Houston Independent School District. He would serve in that position for 12 years. During that time Dr. Reagan left his mark on the district from innovative programs such as the magnet schools and his commitment to furthering literacy in schools through lexile programs and the use of technology. He is also remembered for bringing the educational community together with his famous crawfish boils. One of his greatest joys was to have a school named in his honor, The Billy Reagan K8 Educational Center. After his retirement from the district, Dr. Reagan still worked in a consultant capacity, especially focusing on reading literacy and educational equity for all students.
Dr. Reagan is survived by his two daughters, Reecia Reagan Cornett and Marilyn Rose White. He also is survived by his three grandchildren, Holly Marie Harris, Hope Annelisa Harris and Mark William White. In addition, Dr. Reagan has many nieces and nephews.
The family would like to extend a special thanks to Dr. Reagan’s two beloved friends who gave invaluable support, Mr. Virgil Fisher and Ms. Alys Dore. Also, thank you to Todd Emmerton , Lisa Campbell and family, and Pat and Bo Sturdivant for their years of friendship. Deep appreciation is extended to all the people who have reached out and sent gifts or cards. Yes, he saw every one of them. We also know he was in the prayers of many. The family thanks the Sahara Home Hospice team. And last, but not least, his loving caregiver, Veronica Rivera.
Dr. Billy Reagan requested a cremation and burial at the Veterans Memorial Cemetery. A gathering for Billy will be held Friday, June 30, 2023 from 11:00 AM to 12:00 PM at American Heritage Funeral Home, 10710 Veterans Memorial Drive, Houston, TX 77038. A memorial service will occur Friday, June 30, 2023 from 12:00 PM to 1:00 PM, 10710 Veterans Memorial Drive, Houston, TX 77038. A committal service will occur Friday, June 30, 2023 from 1:15 PM to 1:45 PM, 10710 Veterans Memorial Drive, Houston, TX 77038.
