Andrew (Andy) Louie Balke was born in Goose Creek, Texas on March 15, 1933. He passed away at home in Houston, Texas on July 3, 2023. He is survived by his wife, Jo Preble, his two sons, Stephen Balke and Brian Balke and four grandchildren, Michael Balke, Melissa Balke, Kevin Balke and Jason Balke, as well as Jo’s children, grandchildren and great-grandchildren, who all loved and respected him. He was preceded in death by Rita Balke, his wife of 49 years.
Andy, affectionately known by his childhood nickname “Bum,” graduated from Robert E. Lee High School, where he distinguished himself as a Texas All-State Player and played in Texas State Championship games in 1951 and 1952. After high school, he played football at Del Mar University and Lamar University.
While serving in the Marine Corps, where he achieved the rank of Sargent, Andy played on the Marine Corps football team. After his service with the Marines, he played briefly for the Detroit Lions, before returning to Lamar University where he finished his bachelor’s degree in accounting.
Andy had a very successful career with Texaco/Star Enterprise. He began at the Port Arthur Refinery, and transferred to Baton Rouge in 1967, before construction began on their new 4,400-acre Covenant Refinery. There, he was responsible for procurement and coordination of the materials required for every phase of the construction and continued operation of the plant. After retiring from Texaco, Andy had a second career in the purchasing and contracts department at Jacobs Engineering.
Andy’s involvement with football did not end when he no longer played. He shifted his focus to officiating high school and college games. His last one was an Orange Bowl game.
Andy was active in his sons’ lives, serving as Indian Guides leader and Assistant Boy Scout leader. Brian and Stephen have fond memories of fishing with their dad, although he may have spent more time “untangling” their lines, than fishing.
Andy was fortunate in his long life to have two loving wives and two loving families. He be missed by all who knew him.
