Born on July 8, 1929 in Choctaw, Oklahoma, he was the son of Elmer Lee and Bertha Edith (Moore) Parmer. He proudly served his country through the United States Army during the Korean War from 1951 until 1953 and was part of the Peacekeeping Operations in Africa and Europe. He served as a member of the military government, Trieste United States Troop TRUST, in Italy during the Cold War. This was followed by serving eight years in the Army Reserves. Albert was a jack-of-all-trades from working in the shipyards to cars finding his calling as an Ironworker. His passion was truly building structures that still highlight the Houston skyline today. He was a fun-loving jokester who loved to make people laugh and made a lasting impression on everyone he met. Albert was a member of South Main Baptist Church and gave his heart to the Lord many years ago. In addition to his parents, Albert was preceded in death by his brothers Donald, Bert, Myrle, Kenneth and Joe Parmer.
Albert is survived by his loving wife of 48 years, Sandra; daughter Elizabeth Thias and husband Mark ; son Jim Owens and wife Karen ; daughter Angela Parmer ; son Toby Parmer and wife Tessia ; sister Elma Stafford ; brother Earl Parmer ; 9 grandchildren Karen, Kelsey, Garrett, Sarah, Gunnar, Tayton, Tanner, Grace and Tavien and 2 great-grandchildren Kayden and London Elizabeth.
