Victor was born in Coldwater, Michigan, and spent every summer there on his grandparents' dairy farm as well as 1st grade. He attended Froebel grammar school in Muskegon, Michigan with his Jackson Hill friends.
Victor attended Angell Jr. High School and Muskegon Sr. High School where he graduated in 1955. Victor played football and was a member of the Glee Club. He graduated in 1958 from Muskegon Community College with an Associate of Arts Degree.
Victor married his wife Genell and moved to Forrest City, Arkansas in 1959. He worked for his father-in-law on a 4,000-acre farm. He was the first VP of the Jaycees and moved to Chattanooga in 1965 as a Medical Sales Representative with Aloe Medical. He sold medical equipment and supplies to hospitals and physicians in SE Tennessee for 30 years and retired from Durr Fillauer in Chattanooga.
Victor was a co-founder of Middle Valley Baseball in 1965, where he served as league President, and coached for many years. He was a basketball coach at Ganns Middle Valley coaching, 4th, 5th, and 6th grade teams. Victor was a longtime basketball season ticket holder at UTC from the early 70’s. He was an avid oil painter and loved gardening. Victor was a member of the Master Gardener Club of Hamilton County and the Rose Society. He was very active at Soddy Daisy and Hixson Senior Centers later in his life.
He was preceded in death by his wife of 65 years, Genell Scouten.
Victor is survived by his son, Scott Scouten and his daughter, Vicki Lusk; grandchildren, Kane, Ethan, and Noah Lusk; siblings, Delores and Helen.
The family will receive friends and celebrate his life from 4 to 7 pm on Friday, April 4, 2025, at the North Chapel of Chattanooga Funeral Home.
