She was preceded in death by her husband, James B. Payne; parents, Hugh G. Moser and Carrie McDonald Moser; sister, Mary Howard; brothers, Hugh G. Moser, Jr; Benjamin L. Moser; Paul W. Moser; Raymond C. Moser.
She practiced her Christian faith through the love and care she gave to others throughout her lifetime. She was a member of the first graduating class of Red Bank High School in 1941.
Betty is survived by her children, James B. Payne, Jr. (Annistean); David H. Payne; Mary P. (Carrie) Houston (Don); grandchildren, Price and Paul Houston; and great-grandchildren Connor and Bailey Houston.

Graveside services on Saturday December 14, 2024 will be Private.
The family acknowledges with appreciation the friendship and loving care given to Betty and her family by the staff of Alexian Village of Signal Mountain and Hearth Hospice of Cleveland.
