Joe was born to Charles and Helena Oliver on August 20, 1949, in Louisiana, Missouri. At the age of 9
his family moved to Yakima, Washington where he resided until he was drafted into the United States
Army. He served his country from April 1968 to September 1981. After his service with the Army, he
became a chef and showed his love for cooking. Joe decided he wanted a career with the Department of
Corrections. He joined the Department of Corrections on January 3, 1988 and was a correctional officer
at the Corcoran State Prison until his retirement on December 30, 2011.
Joe is survived by his wife, Peggy Oliver, daughters, Jennifer Melendez, Tamara (Clinton) Church,
grandsons, Daniel Melendez and Caleb Church, mother in law, Pauline Seward, brothers, Butch and Gene
Oliver, sister, Stephanie Oliver, brother in law, Bruce Ritter, nephew, Erich Oliver, nieces, Shaina (Jerome)
McCloud, Tasha (Russell) Lytle and Lindsey (Kreig) Blanch, great-nephew, Jordan McCloud, great-niece,
Lexi McCloud. He is preceded in death by his parents, Charles and Helena Oliver, sister, Theresa Ritter
and father in law, Robert Seward.
