He was born on January 25, 1948 in Colon, Panama, the son of Ralph Duncan and Annie Grant. Leroy migrated to the United States in 1969. He served with the United States Army during the Vietnam War, and . he spent 26 years with the NYC Department of Corrections, retiring in 1999 as a Warden.
In addition to his parents, he was predeceased by his sisters: Violet Turick, and Susan Gibbs. His survivors include his wife: Linda Duncan; his sons: Ralph Duncan, Leroy A. Duncan Jr., and Derrick Duncan; his daughter: Oneika Duncan; his brothers: Theo Wharton, Rodolfo Duncan, and Federico Gordon; his sisters: Maria Truitt, Raquel Stephen and Anita Duncan; nine grandchildren: Joel Rodriguez, Daquiel Duncan, Yasuri Duncan, Chase Duncan, Tayla Duncan, Nyla Duncan, Falynn Duncan, Farrah Duncan and Cayden Cummings; and one great-grandson: Aiden Rodriguez.
Leroy "Tony" loved life; he was very outspoken and knowledgeable, and he was a dresser. His favorite foods were rice and peas, stew, and ripe plantains. We all loved you from near and far, and our memories of you will always be cherished.
The family will receive friends at 9:00 AM, Saturday, May 20, 2023 at Parklawn-Wood Funeral Home, 2551 North Armistead Avenue, Hampton, VA 23666. A celebration of life will be held at 10:00 AM, and an entombment will follow at Parklawn Memorial Park.
