Virgil M. Hart, 83, passed away on November 8, 2016 at home in Waukegan. He was born on February 2, 1933 in West Point, Iowa. Virgil is survived by his wife of 22 years, Xiaoying Qiao; many children and grandchildren; and two sisters, Millie Bell and Francis Hart. Services will be held in Fort Madison, Iowa on November 18, 2016.
