Joe was born September 15, 1934, in St. Francis Hospital, Charleston, WV to the late Marguerite King Brown and Joe C. Brown, Sr. He was preceded in death by his wife Janet Jarrell Brown; sister, Barbara King Seath and daughter, Tiffany Elizabeth Sayre. He is survived by his wife, Janice S. Holden; sons, Paul and Robert Holden; daughter, Tammy Yvonne Brown; brother and sister-in-law, David and Elaine Brown; grandchildren, Morgan Sayre, Alex Davis and Samantha Davis as well as several great grandchildren.
Joe attended Lincoln Grade and Junior High Schools in Charleston, WV and graduated from Stonewall Jackson High School Class of 1952. In September 1952, Joe joined the U.S. Naval Reserve from which he retired after 42 years of active and reserve duty, achieving the rank of Senior Chief Petty Officer.
In 1958, he purchased an Austin Healey 100/6, joined the Southern WV Region of Sports Car Club of America, the National Club, went to driver’s school and raced at various tracks in WV, MD, OH and IN. In July 1966, the GI Bill was passed and after the passing of his wife, Janet Jarrell, Joe quit his job at E I DuPont to attend college full time which was his wife’s wish. He graduated from Morris Harvey with honors in June 1968, and immediately accepted a job as an investigator with the US General Accounting Office (GAO) in Washington, D.C. While there, he worked in both the Military and Civilian sector. With GAO, he obtained life certifications from the American Accounting Association, Government Financial Management and Association of Certified Fraud Examiners. In 1980, Joe moved to Greensboro, NC to accept a position with the Office of Housing and Urban Development, Office of Inspector General as a Supervisory Auditor.
In 1993, Joe joined the Paisley Singles Class at First Presbyterian Church in Greensboro. After several years, he became chairman of the social committee and treat their friends each April to the major cities of Europe and during colder months of the year, occasional trips to Cancun Mexico. It was in the Paisley Class that Joe met his current wife, Jan and on March 9, 2012, they were married.
