He served as a cargo specialist with the U. S. Army and was a Baptist by faith.
Survivors include his wife: Lori Wooten Surber of Virginia Beach; two sons: James Allen Surber, Jr. and Joshua Daniel Surber, both of Virginia Beach; mother: Pamela Hipps of Afton; dad: Pete Hipps; father: James G. Surber of Johnson City;
father-in-law and mother-in-law: Hub and Beth Wooten both of Virginia Beach; a brother and sister-in-law: Chris and Gina Vance of Winchester, VA; sister: Kelly White of Greeneville; brother: Kevin Hipps of Greeneville; nephew: Nickolai White of Greeneville; nephew: Anthony Rezabek; niece: Amber Rezabek, both of Winchester, VA; special uncle: Richard Johnson of Myrtle Beach, SC; and cousins: Scott Dickerson and Dakota Dickerson of Hampton, TN.
The family will receive friends from 2-4 and 6-8 p.m. Wednesday at Kiser-Rose Hill Funeral Home preceding the funeral service at 8:00 p.m. in the funeral home chapel. Rev. Martha Beamer will officiate.
Interment will follow at 11:00 a.m. Thursday at Mountain Home National Cemetery in Johnson City. Full military honors will be conducted by a detail from Ft. Campbell, Kentucky. It is requested that family and friends meet at 9:45 a.m. Thursday to go in procession to the committal service at Mountain Home.
