Richard Leon Proctor

Visitation will be from 5 to 7 p.m. Feb. 2, at the Callahan-Edfast Mortuary Chapel in Grand Junction. Services will be at 10 a.m. Feb. 3 at Clifton Christian Church. Burial will follow at 2 p.m. at the Delta City Cemetery.

Mr. Proctor was an irrigation manager.

He is survived by his wife Jane; four sons, Rick Proctor of Eaton, Spencer Proctor of Prescott Valley, Arizona, Todd Proctor of Salt Lake City, and Kenny Chapman of Grand Junction; one daughter, Lynette Chapman of Grand Junction; two brothers, Orval and Larry, both of Delta; four grandchildren and one great-grandchild.

On January 17, 2017, Richard “Dick” Proctor completed his journey after a hard-fought battle with dementia, and walked onto the shores of the River of Life whole and complete, welcomed by the Great Water Master – God Himself.

Richard was born in Delta County, Colorado on June 29, 1950 to Clifford and Lavada Proctor. He was preceded in death by his parents, and his sisters, Marvelyn and Joan.

Richard graduated from Delta High School in 1968 and went on to receive his degree in Agri-Business Management. He loved his years of farming, while raising his three sons from a previous marriage. Many memories of a Dad who was hard-working, loving and marked by a special integrity are etched on the hearts of the boys. He lives on in their lives. On April 18, 1998, Richard married Jane Chapman and a blended family was begun. He made no distinction between his boys and her two children from a previous marriage, thrilled to be “Dad” to all of them.

He leaves behind a void in the hearts of his wife, Jane; three sons, Rick (Rebecca), Spencer and Todd; and two stepchildren, Kenny (Christy) and Lynette Chapman. Also grieving are two brothers, Orval and Larry (Lois) Proctor; four grandchildren, Garrett, Mikhala, Treavor Proctor, and Timothy Clement; and one great-grandchild.

Richard was Manager of Grand Valley Water Users’ Association from 1994 until 2013. He was well-known for his passion to protect the water rights of the Western Slope; sometimes diplomatically, sometimes not! However, he was highly respected on all sides of the issues. He often said, “If someone’s not mad at me, I’m probably not doing my job.”

His love for God ran quiet and deep in the streams of his heart. Rather than preach his faith, HE LIVED IT… AND HE LIVED IT WELL!! “Life isn’t about waiting for the storm to pass; it’s about learning to dance in the rain.” See you again someday, my precious husband and best friend!
