Mr. Harold Leach was born on 26 August 1930 in Bayard, Nebraska. He enlisted in the U.S. Marine Corps September 1948 serving until November 1968. During his Marine Corps career, Mr. Leach's assignments included Parachute Reconnaissance Team Leader; Special Intelligence Operations, Leopoldville, Republic of the Congo; Regimental Intelligence School and Combat Intelligence Chief, 2ND Marine Division; Intelligence Chief, 2ND Marine Expeditionary Brigade; Section Chief, Ground Amphibious Section, CINCPACFLT Battalion Intelligence Office 1ST
Battalion, 27TH Marine Regiment; Collections and Captured Material Officer, lll Marine Amphibious Force, DaNang, Vietnam; and Senior Advisor to the I Corps Action Component of the Phoenix Program, Vietnam.
In June 1969, he was assigned to what was then the Naval Reconnaissance and Technical Support Center as an imagery analyst for China and North Korea shipbuilding. He was also a member of DCI Economic Intelligence Committee; he was 1972 Vice-Chair, International Conference on China and North Korea Shipbuilding; Chairman, DCI WSSIC China and North Korea Seapower Panel; and 1975 Chairman, International Conference on China and North Korea Seapower.
In July 1976, he transferred to the Naval Intelligence Support Center as an all-source China and North Korea analyst in the Office of Naval Warfare Capabilities. In November 1986, he became a GMI analyst for China and North Korea on the Analysis Directorate Staff, Naval Technical Intelligence Center. After the consolidation of several activities at the Naval Maritime Intelligence Center, Mr. Leach became a GMI analyst in the Technology and Integration Department, Pacific Rim Countries (foreign military sales) in January 1989. From July 1993 until his retirement, Mr. Leach was a GMI analyst for China and North Korea, naval exercises and China Strategy and Doctrine analyst, naval exercises.
Mr. Leach served his country for a combined total of 50 years.
