James (Jim) Randolph Millar, Jr was born on the 7th day of September, 1950 to James and Grace Millar. Jim grew up in Salisbury,N.C. with a family that shared a love of sports. As a result, Jim developed a deep passion for a variety of sports and excelled in Football, Basketball and Baseball. After graduating from Appalachian State University and the ROTC program, Jim served his country with distinction and honor in the Armed Forces with the 101st Airborne Division. After his service with the Army, he returned home to Salisbury and later moved to Florida to pursue his Bachelor's Degree in Business at Rollins College in Winter Park, Florida.
Jim developed a deep love and passion for the sport of rugby and played for the Orlando Rugby Club. He later served as President of the Florida Rugby Union and in 2005 was inducted into the Orlando Rugby Hall of Fame. His career path led him to the insurance industry with Cottingham & Butler based in Dubuque,IA and was the Representative of Transportation until the time of his passing. Jim's son, Samuel Millar passed away in 2010. Due to the events surrounding his passing, Jim founded a nonprofit organization in Sam's honor called, "PAPA" Parents Against prescription Abuse. Jim married the love of his life Barbara Balicki on March 5th, 2016 and shared countless memories with her up until the time of his passing. Jim will be best remembered by his family and all who loved him, as a man of strong faith, kindness and a very generous spirit. He constantly paid attention to the needs of others and gave both time and resources to better the lives of those around him. He will be sorely missed.

Service will be held at Woodlawn Funeral Home and Memorial Park, 400 Woodlawn Cemetery Road, Gotha, Florida, 34734 on Saturday, December 17th with visitation beginning at 2pm, service at 3pm with the graveside service immediately following.
