Frances was born Sept. 27, 1922, in Oklahoma City, Okla. She was a member of Heritage Baptist Church for over 10 years. Frances retired as district manager for Avon and enjoyed quilting.
She was preceded in death by her parents; first husband, Thurman B. Garrett; second husband, James H. Neel; eight brothers and sisters; and grandson, Brian Neel.
Survivors: Daughter, Nancy Roser; son, James C. Neel and wife, Pat; stepdaughter, Barbara Jean Blizzard; 12 grandchildren; 21 great-grandchildren; brother, Billie Ray Morrow; and sister, Delthie Wilt.
