Paula was born in Norfolk, Virginia on January 27th, 1952 to Ralph June and Billie Jean Riggs, who inspired Paula from an early age to help the less fortunate through their volunteer and military service. She attended Northside High school followed by earning a BA in Social Work at AR Tech University. Her career at Western Arkansas Counseling and Guidance Center spanned over 36 years. She was a Case Worker helping countless foster children in need.
Family – Paula had no biological children, but in her own way was a mother to anyone who was in need. Outside of her family she had fostered less fortunate children and was known for her dedication to her family.
Paula will always be remembered for her never ending compassion and the way that she would always help someone in need. We couldn’t have asked for a more loving woman, and will miss Paula every day. Her memory will live on in the hearts of all those who loved her.
