Xiaowen Huang

Huang, Xiaowen, 56, beloved wife, mother, daughter, friend, and IT professional, passed away peacefully at home in Fairfax, Virginia on September 25, 2021 after battling cancer for over a year. She is survived by her husband Hua Wang; her two sons Jack Wang and Nicholas Wang; her mother Xuexiang Lin; and her sisters Qing Huang and Bing Huang. Xiaowen was born in Yongtai, Fujian, China, and studied at Nanjing University. She and her husband Hua met in Nanjing, fell in love in 1986, married in 1987, and had their first child Jack in 1990. After immigrating to America in 1991, Xiaowen and Hua built a life together in this new land. She earned her master’s degree in 1995 at University of North Carolina at Charlotte, settled in Northern Virginia, and started working in the IT industry. In 1999, her second son Nicholas joined the family. Together they built a home, raised their family, nurtured deep friendships, and contributed to their community. Xiaowen loved jogging, playing ping-pong, karaoke, watching TV series, playing cards, and traveling. Xiaowen worked as an IT professional in GIS for over 25 years. During her tenure in SAIC, she developed several outstanding GIS applications, as a principal professional, for the Environmental Protection Agency of the United States. Among those, Windows for My Environment, EnviroMapper, NEPAssist, and EJSCREEN are among the top ranking applications, winning many software competitions and prestigious awards throughout the years. NEPAssist has been deployed to all of the ten EPA regions across the U.S. as well as every Central American country, Dominican Republic, and Chile. EJSCREEN, as the nation's leading environmental justice application, was included in one of President Biden’s executive orders in 2021. Funeral services will be held on Sunday, October 3, 2021 from 1:00 PM to 3:00 PM at National Funeral Home, 7482 Lee Highway, Falls Church, VA 22042 and followed by a witness cremation at 3:00 PM. The burial ceremony will be held at 10:00 AM on October 5, 2021. Mask is required to attend the onsite services due to the concern of Covid-19. Livestream is available.
