Charles was born in New York City (the Bronx) to Gerard & Gertrude Mann on March 27, 1941. He graduated from the Polytechnic Institute of Brooklyn in 1961 earning his B.S. in Applied Mathematics, then to Michigan State University in 1963 earning his M.S in Mathematical Statistics and finally to the University of Missouri earning his Ph.D. in Statistics in 1969.
He worked as an Instructor of Mathematics at the University of Maine from 1963 to 1964. Became an Assistant Professor of Statistics at George Washington University from 1969 to 1973. From 1973 to 1977, he worked at Group Operations, Inc as the head of the Statistical Services Division eventually becoming Vice President in 1975. In 1977, he decided to form his own company, Charles R. Mann Associates, Inc., and served as President until his passing.
He was a member of the American Statistical Society where he was a member of the Ad Hoc Committee on Ethics, 1980-1986, Committee on Professional Ethics, 1986-1993, Vice-Chair, 1993, and Reviewer for the American Statistician. He was also a member of the Institute of Mathematical Statistics and the Washington Statistical Society serving as a Board Member and Co-Chair of the Social and Demographic Section, 1986-1987. In 1996, he was elected to Fellow of the American Statistical Association “for excellence in the application of statistical methodology in the legal and regulatory communities; and for leadership in developing awareness and consideration of professional ethics in the practice of statistics”. He was also elected to Fellow of the Washington Academy of Sciences in 2001. In the year 2000, he received awards for Scientific Achievement, Mathematics and Computer Sciences “for innovative application of statistics to legal matters, particularly equal opportunity analysis and related areas, including survey and questionnaire design and mathematical and econometric modeling”.
Charles is preceded in death by his father and mother, Gerard and Gertrude Mann, his sister Myra Mann, his beloved dog Odin, and goddogs Tina, Ike, Otis, Archie, Gigi and Ella.
Charles is survived by his first cousin, Norma Brewster of Arizona and other cousins, many friends, and goddogs Mimi, Louie, Sam and Daisy.
Memorials may be given to dog rescues or veteran organizations.

A graveside service will be held at 2:00 pm February 20th at King David Memorial Garden with Rabbi Jonathan Z. Maltzman of Rockville, MD, officiating. Arrangements are by National Funeral Home.
