He was an Army veteran, serving in WWII. He was a member of Local 103.
He was preceded in death by his wife, Barbara Osborne; son, Danny Osborne; 8 brothers and 1 sister.
Howard is survived by daughters, Patty Deckard (Bob), Paula Brown; son, Jeff Osborne; grandchildren, Matthew, Jeffrey, Bill Osborne; Scott, Brent, Patrick Deckard, Tabitha Brown; 9 great-grandchildren; sisters, Josephine King, Sandy of Arizona; and brother, Bobby Osborne.
