Vic's dad passed when he was two years old, and for a time Vic lived with his Aunt Willa Mae and his nephew Phillip.
When the family reunited, they moved to Las Vegas, and Vic was surrounded by his siblings. His oldest brothers, Jimmy and Dexter, were more like dads than brothers. They looked out for him and his brother, Clifford, and taught them life lessons. His big sister, Jennifer, who loved to laugh, spent hours braiding his hair.
Vic never met his oldest sister and Phillip’s birth mother, Edith, who died at 16, two years before he was born, but his mother talked openly about her, so she wasn't forgotten.
In middle school, Vic met his two best friends and brothers Butch and Mike Williams. The trio was tight from day one, and Vic spent lots of time with them in and out of school.
At Las Vegas High, their circle of friends grew larger. Vic played baseball and was well liked. He became close to Daniel Porter, since both of them also participated in Upward Bound.
Upward Bound is a college preparatory program to prepare first generation and at-risk students high school students for college. Vic loved Upward Bound and was particularly close to its director, Dr. William “Doc" Sullivan, who was a mentor, educator, and surrogate dad to all the participants.
After high school graduation, Vic studied Business Administration at UNLV where he played football and baseball until he had an injury. He also worked with Dr. Sullivan as a counselor for Upward Bound.
Vic married his wife, Nichole, in 1991. The couple had two children, Sydney and Evan, and the young family shared their home with Mildred, Dexter, Clifford and/or Nichole’s sister, Emilee, at different times. Victor loved living with the extended family.
Nichole went to DC in 1997 for law school, and Vic and the children remained in Las Vegas until 1999. The entire family was reunited in DC in 1999 and then moved to Maryland. Vic worked a handful of jobs, including UPS, Party City, Verizon and Aetna, until he met his next mentor, Dennis Chaloux at Booz, Allen, Hamilton.
Vic started as a temp at Booz Allen and loved working with Dennis. Over the next few years, the two formed strong professional bonds, and Dennis also became his friend.
In Dennis, Victor saw a strong, intelligent, hard-working man, who loved his family and looked out for his for his team, just like Doc.
Victor worked at Booz, Allen, Hamilton for almost 15 years before he transitioned to GDIT in 2019.
But who was he really? He was a man who loved God and his family more than anything. He was a loving husband and father for 32 years. He was a loyal friend and mentor. He loved the Los Angeles Raiders. He loved cartoons, including Phineas and Ferb, Speed Racer and Peanuts. He loved movies, like Harry Potter and Star Wars, and he loved family trips to Canada, amusement parks and beaches. He was a great man, and he will be missed dearly.
Victor was called home on October 20, 2023, where he was greeted by his parents and siblings. He is survived by his wife, children, nieces, nephews, great nieces and nephews, in-laws, “adopted" brothers, “a whole host "of adopted children, and close family friends.
