Retired Detective Sergeant Kevin S. Rice departed his life to be with the Lord on February 7, 2024, at the age of 61. Kevin Steven Rice was born on February 24, 1962 to the late Calvin Lee Rice and Joyce Marie Rice in Washington DC.
-The early years-
During his early years, Kevin received his education in the District of Columbia, where he attended Davis Elementary, Kelly Miller Junior High School(JHS), and Howard D. Woodson High School (HD Woodson). While attending Kelly Miller JHS, Kevin developed his passion for Track and Field. Under Coach Lionel Russell, who would be a lifelong friend and eventually family member, Kevin ran the 400, the 800, the mile, and the two mile. He became the captain of the Track Program while at Kelly Miller JHS. Kevin excelled running the 800 and was awarded the coveted title of City Champion! During his time in the program he also anchored the championship in the 4x4 race. At HD Woodson, Under Coach Stan Mullins, Kevin continued to run track and was the captain of that track team as well. Kevin was such a great track star that he received a full scholarship to Syracuse University where he majored in Criminal Justice. At the beginning of his junior year at Syracuse University his parents became very ill and Kevin, being the devoted son that he was, transferred to Howard University – which was less than 10 minutes from home – to assist with their care. At Howard University, Kevin continued to run track while he focused on his college studies. Through hardwork and dedication he received a Bachelor of Science degree in Criminal Justice from the illustrious “HU” Howard University in 1983. Upon completion of college Kevin reached out to Coach Russell to express his interest in joining the coaching staff at HD Woodson. Coach Russell was more than delighted to have him join the coaching staff to coach several male and female track programs. During his coaching career at HD Woodson, Kevin coached and officiated 38 All-Americans from September 1984 to May 2022.
-Career-
Kevin’s personal mission was to protest any inequality while building justice for victims. He vowed he would never commit, condone, or remain silent about domestic violence, sexual assaults, child abuse, homicides or any other form of violence against women, men or children. With that mindset he set out to join the Metropolitan Police Department on April 18, 1983. He then entered the police academy where he completed months of training. Upon completion of training, he graduated from the police academy and was assigned to the First District. In May of 1985, he was detailed to the Morales division /NSID-Narcotics Special Investigation Division. Where he investigated the sales of narcotics, prostitution, gambling and other crimes on a large scale. In July 1988, he was detailed to the First District Vice Unit. Where he was involved in district level investigations of narcotics and other street level crimes that were plaguing the communities within the First District. In November of 1991, he was advanced to the rank of Master Patrol Officer. Where his assignment was to train the new officer and provide direction and counsel to the other officer in need of direction prior to them contacting any sergeant or higher ranking official. In September of 1996, Kevin decided that it was time for him to take his career in a different direction. He was selected to fulfill a vacancy announcement to become a detective. However, he turned it down in pursuit of a bigger opportunity. In March of 1997, Kevin was promoted to the rank of Sergeant. He knew that his experience as a Master Patrol Officer was leading him to this achievement. In March of 1998, just one year after being promoted, Sergeant Kevin Rice was selected as the Sergeant of the year. In January of 1999, Sergeant Rice was assigned to the Fourth District -ROC North where he supervised officers and detectives. In February 2003, Detective Sergeant Rice was transferred to the Sexual Assault Unit, where he was responsible for supervising the investigation of some of the most horrific crimes against women, men and children. Something that he vowed that he would always stand up for from the beginning of his career. In April 2009, Detective Sergeant Rice was transferred to the Homicide Division. Where he was responsible for supervising detectives while investigating the death of any person killed, via homicide, natural or suspicious death in the District of Columbia. In January 2013, the nomination for Detective Sergeant of the year was bestowed upon Detective Sergeant Rice. On December 13, 2014, After a long, distinguished and honorable career Detective Sergeant Rice decided to retire. Kevin decided to go back to work for the Police Department as a Senior Detective however it was short lived because in 2019 Kevin decided to retire a second and final time! During his career he met and gained lifelong friends, he was a loyal and trusting friend that will truly be missed.
-Personal life-
Little did Kevin know that his connection with his junior high school track coach and friend, Mr. Lionel Russell, would lead him to the love of his life and wife of almost 15 years. In 2003, Coach Russell re-introduced Kevin to his daughter Beverly Russell-Mason to assist him with his taxes and a friendship began that grew into a true love story that led into a matrimony union on August 22, 2009. With this union Kevin quickly became a family man and a world traveler! Kevin enjoyed life especially after retirement, he spent time treating his grandkids to movie outings, going to Vegas to see the Raiders play, watching his crime and court shows. Although the one thing that brought him the most joy was taking several vacations and cruises throughout the year with his beautiful wife, Beverly.
Kevin is preceded in death by his father (Calvin Lee Rice ), mother (Joyce Marie Rice), sister (Francis Rice) and brother(Reginald Guy) who were all near and dear to his heart. He leaves to cherish in his memory:
