Bill was born in Star City, Saskatchewan, December 6, 1923, to Gracie and Will Armstrong. He was predeceased by three brothers, Louis (Bud), Raymond, and Blair, and three sisters Dorothy, Roberta, and Lorna. He grew up on the family farm in Ridgedale, Saskatchewan, then moved to Edmonton to join the RCAF as a navigator during the second world war. It was in Edmonton that he met his future wife, Claire.
