Frank is preceded in death by his parents, Amon A. and Eva Bailey Rice, his son Stephen Rice, and his grandson Dustin Lowrance, as well as several siblings. He is one of eight children, among whom are sisters Mary, Jo, and Eva, and brothers Raymond, Amon Junior, James, and Doyle. He is survived by his wife of 51 years, Sandra Rice, and his daughters Kimberly Lowe, Julie Fulbright (Aaron), and Jan Lowrance. He also leaves behind several grandchildren, great-grandchildren, cousins, nieces, and nephews. Anyone who knows Frank knows that he loved sports, especially the Tennessee Volunteers. Countless young athletes in the Chattanooga area called him “Coach Rice” for decades. He coached football, baseball, and basketball for community leagues and then turned to officiating. This was all in his spare time. He loved to be the athlete as well. In addition to playing a variety of sports growing up, as an adult, he was also a bowler, a golfer, and a softball player when time allowed. In his professional career, he worked for several heating and air conditioning companies after graduating from Kirkman High School in 1953. He retired from Precision Heating and Air. Frank was a man of faith and a member of the Methodist church for most of his adult life. Furthermore, Frank’s true love and passion was for his wife and children. He loved family gatherings and holidays, or just a simple dinner on a Sunday. He also loved going on family vacations to Florida or a weekend trip to Gatlinburg and always enjoyed visiting new places. Frank was a funny, kind, generous, unique, dynamic personality that will be missed more than words can say.
A light in the world has gone out, but Heaven has a new coach, and the victory is his forever. Visitation and funeral will be from 1-3 PM Thursday at Chattanooga Funeral Home, East Chapel, 404 South Moore Road. Funeral services will be held at 3 PM Thursday in the funeral home chapel with the Rev. Stan Gibson officiating.
